Statement of Work
The Center Mental Health Professional agrees to provide the Tulsa Job Corps Center with the services specified below. Such services will be provided not to exceed fifteen (15) hours per week, during a schedule determined by the Center Mental Health Professional and the Wellness Administrator to meet the health requirements of the center enrollees.
These services shall include:
The development, implementation, and monitoring of the total mental health program.
a. Advise to the Center Director and health services staff on all mental health matters. This shall include staffing requirements, the advisability of trainees’ terminations for mental health reasons, and the costs of mental health services, including inpatient facility use.
b. Consultation on the development of a system to promote the coordination and integration of the mental health program with other center programs and activities such as counseling, residential life, and recreation. This will be done in cooperation with the center physician, dentist, other health professionals, as well as any staff member involved with the students.
c. Advice and assistance to health education instructors in the implementation of the health education program.
d. Consultation with center health staff, counselors, residential advisors, instructors and other appropriate staff concerning the ongoing mental health problems of the trainees.
e. Assistance with program development for the purpose of meeting the life crises of trainees in constructive ways. For example, involvement with the center disciplinary program, the maximum benefits program, the inter-group relations program and the substance abuse prevention program.
f. Staff development in using mental health principles and techniques. This will include the coping with problems and substance misuse, sexuality, aggressive behavior and poor communications.
g. Overall center program consultation to the Center Director and administrative staff on a regular basis.
h. Ensure the maintenance, safeguarding and confidentially of all medical records.
Direct services to trainees on-center:
a. Insurance of the maintenance, confidentiality, and safeguarding of all necessary mental health records.
b. Insurance and maintenance of Standing Orders regarding mental health matters as prescribed in 20 CFR 684.60 and .61 in ED Handbook 330, Technical Supplement Q and ET Handbook 330-D, A Working Document for Standing Orders.
c. Diagnostic and evaluative services to trainees who are inpatients or outpatients.
d. Limited forms of psychiatric treatment including crisis intervention, brief psychotherapy, intermittent supportive psychotherapy, as permitted by licenser or accreditation.
e. Appropriate referral for students who must be terminated for mental health reasons.
